Filing
Each state has a Secretary of State election division. Filing fees range from $25 to $500 for local races. The window is usually March–June for fall elections.
Petition signatures
Some races require X signatures from registered voters in your district. Gather 2x what you need (signatures get invalidated).
Fundraising
Black-led PACs to know: Higher Heights, BlackPAC, Collective PAC, EMILY's List (when applicable). They give to Black women candidates.
The ground game
Knock doors. Most local races are won door-to-door, not on TV. Black voters under 35 are reachable via Instagram and SMS, not direct mail.
